David has over two decades experience in sports management and development and held senior positions in the English / British national federations for rugby league, basketball and equestrian before joining European Rugby League in 2021. He led ERL to become the first international sports federation to undertake the Sports Integrity Global Alliance’s independent governance review, achieving a 98% compliance rating, acted as tournament director for several men’s, women’s and youth international tournaments, completed a wholescale review of ERL’s Level 1 and Level 2 Coaching and Match Official courses and oversaw several organisational sustainability measures.

David, who joined International Rugby League in January 2025, is an all-round rugby league enthusiast and a champion of the wheelchair game, which he plays for his local club and is also an international referee.
